Evolution des règles d'utilisation du soja transgénique au brésil :
une analyse par une approche systémique de la gouvernance
- Abstract
- Au Brésil, l'évolution de l'autorisation de l'utilisation du soja transgénique rendu tolérant à l'herbicide RoundUp® de Monsanto, dit soja SRR, est un sujet qui a attiré l'attention de la communauté internationale. Cet article en propose l'étude la plus complète à notre connaissance, en couvrant une période de plus de dix ans et en s'intéressant aux modalités pratiques d'accès au SRR. Notre analyse, qui a porté sur l’évolution de la gouvernance des règles d'utilisation du SRR, est la première analyse de gouvernance relative au domaine des OGM en agriculture. Cette étude a été réalisée en appliquant l'approche systémique proposée par Türke (2008). La dynamique du système social concerné par l'utilisation du SRR illustre différentes configurations de gouvernance publique et privée, dans un contexte dominé par la confiance dans le progrès technique et par le rôle des grandes entreprises dans le développement de l'agro-business.

- In Brazil, the evolution of the authorization of the use of transgenic soybean, rendered tolerant to RoundUp herbicide of Monsanto (RRS), is a topic which has attracted attention of the international community. To our knowledge, this paper proposes the most comprehensive study of the mentioned topic by covering a period of more than ten years and by addressing the conditions of access to RRS. Our study, which lies in the analysis of the governance in setting the rules for RRS use, is the first governance study applied to the area of GMO in agriculture. The study of governance is implemented through the systemic approach of Türk (2008). The dynamics of the social system involved in the use of RRS demonstrates various shapes of public and private governance within a context dominated by the trust in technical progress and in the role of large firms to promote agribusiness.
