- Abstract
- La filière coton représente un enjeu économique et financier considérable pour le Burkina Faso. Elle
est aujourd’hui confrontée à une crise financière majeure qui va s’aggravant depuis deux campagnes,
et menace son existence même. Il convient dès lors de s’interroger d’une part sur les contours de la
crise actuelle et sur les mesures requises à court terme pour y mettre fin et, d’autre part, sur la viabilité
à moyen et long terme de la filière.
Il y a donc nécessité de définir les stratégies pertinentes, à moyen et long termes, permettant non
seulement de minimiser les risques de voir se reproduire, de façon récurrente, des crises financières,
mais aussi de se fixer des objectifs permettant d’améliorer durablement les impacts positifs socioéconomiques
et environnementaux de la filière coton.
Le présent rapport se situe dans le cadre de l’étude sur l’analyse et les stratégies de développement
durable de la filière coton. Il fait suite au rapport diagnostic de la filière coton du Burkina Faso
consacré pour l’essentiel :
- à l’analyse de la filière sur les plans institutionnel, juridique et fonctionnel ;
- à l’analyse financière et économique de la filière ;
- à la définition des orientations stratégiques ;
Conçu autour d’une démarche participative, le présent rapport a donné lieu à de nombreuses
consultations afin de permettre une bonne appropriation des produits de l’étude. En particulier, le
rapport provisoire a fait l’objet d’un atelier auquel ont notamment pris part, des représentants des
principales administrations d’Etat concernés par la filière coton, des acteurs individuels et collectifs de
la filière, des banques et des partenaires techniques et financiers. Les observations formulées à cette
occasion ont été prises en compte pour la finalisation du rapport.
Après un rappel du contexte dans lequel se situe la filière du Burkina Faso, le rapport comprend une
présentation d’une stratégie à court terme de sortie de crise et d’une stratégie à moyen et long terme
de développement durable de la filière coton burkinabé, présentées sous forme de cadres logiques
assortis de commentaires.
Plusieurs consultants ont participé à la mise en oeuvre de cette étude. Il s’agit :

L’équipe de consultants tient particulièrement à remercier toutes les personnes et structures
rencontrées pour leur grande disponibilité et leur pleine collaboration. Elles ont largement contribué au
bon déroulement de la mission. L’équipe tient par ailleurs à affirmer que les imperfections qui

- The cotton sector is a major economic and considerable financial Burkina Faso. It
is currently facing a major financial crisis that is getting worse over the last two campaigns,
and threatens its very existence. It is therefore necessary to consider on the one hand the contours of the
crisis and the measures required in the short term to end and on the other hand, the viability
medium and long-term industry.
It is therefore necessary to define appropriate strategies, medium and long term, not allowing
only minimize the risk of recurrence, repeatedly, financial crises,
but also set goals to improve long-term positive impacts socioeconomic
and environmental cotton.
This report is part of a study on the analysis and development strategies
sustainable cotton. It follows the diagnostic report of the cotton sector in Burkina Faso
devoted mainly to:
- Analysis of the sector at the institutional, legal and functional
- The financial and economic analysis of the sector;
- The definition of strategic guidelines;
Designed around a participatory approach, this report has led to numerous
consultations to allow proper appropriation of the products of the study. In particular, the
interim report was the subject of a workshop which was attended notably, representatives of
main state administrations involved in the cotton sector, individual actors and collective
the sector, banks and financial and technical partners. The comments to this
opportunity has been taken into account in finalizing the report.
After recalling the context in which the industry is located in Burkina Faso, the report includes a
presentation of a short-term strategy to end the crisis and a medium and long term
sustainable development of the cotton sector in Burkina Faso, in the form of logical frameworks
with comments.
