- Abstract
- La région des grands lacs, définie ici comme le Bassin Est, orienté vers l’Océan Indien comprend les provinces du Kivu en République Démocratique du Congo, l’Ouganda, le Burundi et le Rwanda. Il s’agit d’une région stratégique tant pour tout le continent africain, que pour l’Afrique Centrale en raison de sa position charnière et des énormes potentialités naturelles et minières dont elle dispose. Ces atouts qui interviennent dans un contexte de disparités de toute sorte (de taille, de peuplement et de dotation en ressources économiques entre les Etats semblent devenir les sources essentielles des heurts et malheurs de cette région. Elle se caractérise depuis le début des années soixante par une grande instabilité marquée par la fragilisation des instituions politiques et d’encadrement étatique.

- The Great Lakes region, defined here as the Eastern Basin, facing the Indian Ocean includes the provinces of Kivu in the Democratic Republic of Congo, Uganda, Burundi and Rwanda. It is a strategic region for both the African continent, for Central Africa because of its pivotal position and huge natural and mineral potential it has. These assets involved in the context of differences of any kind (size, population and economic endowments between states seem to be the main sources of shocks and sorrows of this region. It is characterized since the early sixties by great instability marked by the weakening of political institutions will and leadership of the state.
