  • Le gouvernement du Mali a initié avec l'appui du gouvernement Japonais un projet d'étude sur la lutte contre la désertification dans le sud de la région de Ségou dont l'objectif global est l'établissement d'un schéma directeur visant la lutte contre la désertification. L'établissement de ce schéma directeur passe d'abord par des études spécifiques. Ainsi, l'équipe d'Etude de l'Agence Japonaise de Coopération Internationale (JICA) a signé un contrat de collaboration avec l'Institut d'Economie Rurale (IER) pour la réalisation d'une étude pour l'établissement d'un registre village.
    L'étude a pour objectif global de cerner les données quantitatives et qualitatives de la zone et les avis des populations sur les différentes questions environnementales et de développement. Elle a pour objectifs spécifiques d'inventorier les ressources de la zone d'étude, de recueillir les perceptions des populations sur les changements intervenus dans leur milieu, d'inventorier les infrastructures socio-économiques existantes, d'apprécier le mouvement migratoire des population en terme d'exode rural, de cerner, de cerner les principales sources de revenu monétaire des populations, d'apprécier le taux d'alphabétisation dans les villages, de recenser les organisations paysannes dans les villages, de recenser les principales contraintes liées à la production agro-sylvo-pastorale et enfin de recenser les besoins prioritaires des populations pour le développement des villages.
    La zone d'étude compte 1695 villages (superficie : 35.000 km² environ) répartis entre 92 communes et 6 cercles. Compte tenu du nombre très élevé de villages dans la zone concernée il a été retenu un échantillon de 275 villages repartis comme suit entre les 6 cercles: Baraouli 38 villages ; Bla 34 ; Macina 19 ; San 67 ; Ségou 66 et Tominian 51. La collecte des données sur le terrain a été assurée par huit (8) enquêteurs pendant trois mois.
