  • Situé en zone sahélienne, le Mali est un pays enclavé qui couvre une superficie de 1 240 000 km². Avec une population d'environ 9,8 millions d'habitants en 1998 (DNSI, 1998) et un taux 'accroissement annuel de 2,7%, le Mali figure parmi les pays à plus forte croissance démographique au monde.
    Même si la densité de la population est relativement faible (environ 7,7 habitants au km²), la capacité de support du milieu naturel est limitée à cause des conditions agro-climatiques qui prévalent. C'est une population jeune dont environ 48% ont moins de 15 ans.
    En raison du taux de mortalité infanto-juvénile très élevé et du taux de couverture sanitaire très faible, l'état sanitaire reste préoccupant. Moins de la moitié de la population a accès à l'eau potable (SNLP, 1998). Le taux e scolarisation est estimé à 46% en 1997 et celui de l'alphabétisation des adultes est de 23%.
    La libéralisation de l'économie nationale et la réduction des déséquilibres macro-économiques ont marqué la période 1996-1998. Pendant cette même période, le taux d'inflation a été ramené à 4% tandis que le taux de croissance de l'économie atteignait 5% en moyenne. Le déficit courant de la balance des paiements (hors transferts officiels) a été limité à 9,5% du PIB.
    Grâce à une pluviométrie relativement bonne et bien repartie et des cours internationaux favorables le secteur cotonnier a eu une performance appréciable. Ainsi, en 1998 au moment où la production du coton atteignait son niveau record de 523 000 tonnes, le prix au producteur (prix planché et ristourne) du coton-graine passait de 170 F à 185 F CFA le kg.
    Au niveau des cultures céréalières, on note également une progression globalement satisfaisante de la rpoduction.
    Les secteurs secondaires et tertiaires ne sont pas demeurés en reste. En effet, avec le développement des activités aurifères, de la construction, des travaux publics, des transports et surtout du commerce, ils ont enregistré des performances notables.
    Le renforcement des mesures d'ajustement entrepris par les Etats de l'UEMOA s'est traduit par une libéralisation croissante des économies et la mise en oeuvre de reformes structurelles qui ont rendu nécessaire une adaptation des instruments de la politique de la monnaie et du crédit aux évolutions de l'environnement. Trois exigences majeurs s'articulent autour de cette politique:
    - la réduction de la monnaie au profit d'une mobilisation accrue de l'épargne intérieur;
    - l'abandon graduel des mécanismes administratifs au profit de moyens d'actions plus souples et plus incitatifs;
    - le renforcement de la surveillance bancaire.
    Au Mali, la masse monétaire a eu une progression modérée de 8,25% en moyenne de 1996 à 1998 (CAS/SFD, 1998).
    Pour la même période, les avoirs extérieurs nets sont demeurés positifs et les crédits à l'économie ont progressé de plus de 20% en moyenne par an, soutenant ainsi les activités du secteur privé.
    En 1998, l'encours des crédits intérieurs a été de 229,1 milliards de F CFA et le niveau la masse monétaire était de 360 milliards de F CFA dont 225 milliards pour les dépôts.
    Dans la même période, la banque centrale a renforcé l'utilisation des instruments indirects de gestion monétaire et la flexibilité des taux d'intérêts déterminés par le marché.
    Cependant, les crédits en souffrance en fin 1998 restent importants et représentent 26% environ du portefeuille des crédits à l'économie des banques, selon la CAS/SFD.
    Afin de faire l'état de lieux des services d'appui à la production et au financement, le présent rapport fait une analyse: l'accès des producteurs aux services d'appui, l'approvisionnement des producteurs en intrants et matériel agricole, financement des intrants, le perspective du marché des intrants et les contraintes d'accès des producteurs aux intrants agricoles.
